  • Alamo Group Inc. is currently accepting applications to fill the position of Corporate Logistics & Customs Compliance Manager at its Corporate Headquarters in Seguin, TX (25 miles east of San Antonio, TX).

    Reporting to the Chief Financial Officer, the Manager of Corporate Logistics and Customs Compliance oversees and advises on the procurement of freight and logistics services and import/export compliance for the company. This manager also provides guidance on trade compliance regulations and policies/procedures, oversees compliance matters, and coordinates with Alamo Group Inc. Unit Companies on export licensing requirements. Develops, supports and implements an effective company-wide import/export compliance program under the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR). Manage relationships between Alamo Group Unit Companies and Customs & Border Patrol (CBP).

    The Logistics & Customs Compliance Manager will:

    • Collaborate with operational and senior management, and lead contract negotiations with freight and logistics service providers to secure favorable terms and improve supplier performance across multiple modes including international container freight and brokerage, intermodal, truckload, less than truckload, and small package services.

    • Develop and maintain analytics surrounding freight & logistics costs and supplier performance, including the production of monthly or quarterly management reports.

    • Liaise with unit company representatives on tariffs, insurance, and quotas; and work with them on how to control and/or reduce freight, duties and other logistical costs.

    • Collaborate with senior management to develop and oversee policies and guidelines, and ensure adherence to all U.S. export laws, rules, regulations, trade compliance policies, procedures and leading practices.

    • Monitor and interpret U.S. trade regulations and other import/export procedural changes, update corresponding company policies and procedures, communicate changes to Alamo Group and Unit Company management, and establish/maintain internal controls.

    • Manage, prepare and file import/export licenses applications and agreements, technical assistance agreements, and liaise with U.S. State Department and other U.S. Government officials.

    • Collaborate with Unit Companies concerning Harmonized Tariff Schedule (HTS) coding, and ensures correct HTS codes are included on all internal and external documents. Review HTS codes for new product introduction.

    • Establish and monitor Automated Commercial Environment (ACE) portals for all Unit Companies that are importing or exporting. Collect, analyze, and distribute ACE data meaningful to the business.

    • Deliver trade compliance training on ITAR/EAR procedures, customs requirements, import/export documentation, license management, and record keeping.

    • Other responsibilities include submitting and tracking duty drawback filings, exclusion filings, substitution filings, prior disclosures, 9817 compliance and reporting, recovery of over payments to Customs and Border Patrol, etc.

    The ideal candidate will be/have:

    • Practical knowledge of negotiations with freight and other logistics service providers across multiple modes of transportation including international container freight and brokerage, intermodal, truckload, less than truckload, and small package services.

    • Thorough knowledge and understanding of relevant U.S. trade regulations, to include ITAR, EAR, CBP, and Office of Foreign Assets Control (OFAC).

    • Practical knowledge of and experience with HTS coding, and import/export regulatory compliance reporting processes, procedures, and associated governmental reporting interfaces.

    • Working knowledge of ACE system; to include, how to set up, extract and interpret data, and use data to drive recommendations and decisions.

    • Demonstrated knowledge and understanding of global market challenges, organizational scale requirements, international logistics, and the regulatory processes needed to support a growing U.S. publically traded global business.

    • Strong written and verbal communication skills with experience interacting with and presenting to outside governmental agencies, international customers, and senior management.

    • Skilled and proficient with the use of personal computers, Microsoft Office, and mainstream office software.

    • Able to build and foster effective business relationships with executives, managers, vendors, and domestic and international internal/external customers.

    • Able to identify complex issues and review related information to develop, evaluate and recommend options and solutions, and to communicate and influence sound conclusions or approaches to an issue.

    • Able to model and uphold the highest standards of ethical and professional integrity.

    • Able to work irregular and/or extended hours including weekends and holidays as needed to support the Company's import and export activities.

    • Able to travel domestically and internationally by commercial air carrier and automobile, including overnight stays; travel approximately 20%.

    Education & Experience:

    • Bachelor's degree in logistics, supply chain, business, management or related field is required.

    • 5+ years of progressive experience in supply chain or logistics management with import/export control and compliance experience is required; preferably with a multi-site global machinery manufacturing company.
