  • The Chief Administrative Office (CAO) is seeking a skilled and highly motivated Director of Enterprise Procurement Compliance.

    Key Role

    Provide for the day-to-day management and execution of all Procurement compliance activities to ensure delivery of compliant procurement processes and procedures across the organization and ensures the organization operates within the legal and regulatory framework requirements.

    PRIMARY RESPONSIBILITIES

    • Develops and implements policies and procedures that governs and optimizes processes of the Procurement Department

    • Maintains compliance with the Federal Acquisition Regulations including Agency supplements, especially: FAR part 15 Contracting by Negotiation, FAR Part 12 Commercial

    • Develops and implements a Procurement Departmental and company-wide training program for ensuring compliance with regulations aligned with business needs and awareness of procurement processes and procedures to include program management personnel

    • Collaborate with the Enterprise Purchasing VP to drive system improvements and streamline processes

    • Stay abreast of changes in federal regulations and industry best practices while integrating these updates into the company's procurement processes to adapt to changing regulations and emerging risks

    • Manage Internal Audits for the Procurement Department

    • Continuously evaluating and improving the company's procurement compliance program to adapt to changing regulations and emerging risks

    • Act as the primary point of contact during CPSR audits, ensuring all required documentation and processes for a successful audit outcome

    • Maintains ownership of the company Procurement Manual, Leads all Contractor Purchasing System Reviews (CPSR), and maintains an approved purchasing system

    • Review current procurement processes to determine recommendations for making the department more efficient while maintaining regulatory and company compliance

    • Small Business Liaison and Competitive Advocate

    • Maintains and Reports on Monthly Procurement KPIs

    • Ensures procurement department files remain CPSR compliant pertaining to public law, price analysis, source selection and commerciality through an audit process

    • Develop and implement a procurement surveillance program to have peer reviews tracked with audit results, maintain audit results data, and conduct regular and ongoing internal audits to identify gaps, areas for improvement, and ensure strict adherence to policies and procedures

    • Maintain procurement staff signature authority applications, signature authority warrants and removal of warrants of staff upon departure from the company

    • Develops ongoing prime contract flow down regulation clauses and/or reporting requirements

    • Collaborate cross-functionally with procurement, finance, legal, and relevant departments to ensure seamless alignment and compliance in procurement practices.

    Requirements :

    KEY REQUIREMENTS

    • Experience in successfully leading the review, development, rewrite and implementation of enterprise procurement policies and procedures in accordance with approved purchasing system requirements (CPSR)

    • Expert knowledge of federal acquisition processes and regulations

    • Proven experience in a senior procurement compliance role

    • Experience in developing and implementing a company procurement training program

    • Demonstrated experience and subject matter expertise in Independently leading procurement teams through a successful DCMA Contractor Purchasing System Review (CPSR), maintaining a compliant purchasing system, and implementing necessary corrective actions

    • Strong ability to develop and deploy quantitative analysis for business improvement; record of accomplishment of KPI-driven and data-driven leadership

    • Strong understanding of risk management principles and the ability to analyze and address potential compliance risks

    • Excellent communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams

    • Strong understanding of risk management principles and the ability to analyze and address potential procurement compliance risks

    • Ethical mindset and commitment to maintaining the highest standards of integrity

    • Working knowledge of Small Business Administration (SBA) Rules

    • Experience and understanding of Deltek CostPoint

    • BS/BA with a minimum of 15+ years Government procurement contracting experience

    • Preferred: CPCM
